A civil institution, tasked (in theory) with representing the interests of the people in establishing good order supporting economic and social interaction. In a society where people cannot agree on what constitutes "good order" or "the interests of the people," the reins of government tend to be dominated by two main interest groups, which can be distinguished according to who they benefit and why.
